Metal Scrap can be traded with the Blacksmith for a Cement Bag.

Sources

Metal Scrap can be obtained by dismantling metal vents, dismantling certain objects, by salvaging certain items in a Repair and Salvage Station or by killing Robots and Containment Robots. Dismantling chairs and cabinets in the Data Farm at the Office Sector level 2 and the office areas at level 3 is a good way of obtaining a lot of Metal Scrap.

Another good strategy to obtain lots of Metal Scrap is to kill Security Robots, as they drop Metal Scrap and the Security Bot CPUs that they drop can also be exchanged in the Blacksmith for an Anvil, which can then be salvaged for 20 Metal Scraps.
