Cement Bag can be obtained by trading in Metal Scrap with the Blacksmith. It's also often found throughout the Manufacturing Sector, but mostly in these locations:

Manufacturing Sector

• In the entrance to Manufacturing, close to the passage that leads to the Synchrotron
• After the entrance to Manufacturing, close to the crashed car in the bridge heavily guarded by Crusaders
• Close to the Blacksmith, up above where there is a door that requires a Keypad Hacker (Tier 2)
• Inside Shipping, close to where the Fibre Optic Cable is required, close to the kitchen and in the large room that's covered by the sniper
• In the mines area, in an area with a parked truck and some containers

• At level 2, close to the Holding Cell
