Sources
Pet Rock can be found in Cascade Laboratories, within the first tram platform area. It is near where you pick up the Pest Teleporter recipe. From the area where you find this recipe, look towards the platforms and upward to see a door high up with a balcony. Get up there with a Jump Pad or Jetpack and it should be on the right after you enter, tucked in between the 2 vents.
Pet Rock can also be found on the uppermost roof of the Cloud Reactor building, in Reactors, behind a locked gate and several crates. The Player should have access to the Jetpack by this point, making scaling the building trivial, just watch out for the Sniper and machine gun nest overlooking the building's facade.
