5.56 Ammo is dropped by Mountaineers and Neophytes. It can also be obtained by destroying Praetorium Crates in the Praetorium.

You can trade for it with the trader Grayson Isling for 1 Magnetic Alloy.

Also, it can be found in Reactors, on the back of a truck that's in a camp with a Runic Crate, close to some railway tracks and close to the Gale Reactor.
