Isaiah Deal is a Senior Plant Manager the Hydroplant. He was targetted by Order when they attacked the Hydroplant due to his extensive knowledge of Cascade's power systems. He was injured by a Order Sagattari but escaped to the Electrical Station.

Beckon	Elanor: Did you come through a portal too?! Isaiah: That's some outfit. Elanor: How did this happen? Isaiah: Damn those guys. Elanor: It's crazy, but ... I wonder ... Isaiah: Sounds like you've had an idea. Elanor: Oh it's you! Isaiah: How'd you get past the snipers?
Initial	Elanor: I'm glad you're still alive, and look, this is going to sound ridiculous ... but ... we need to get down to Reactors! With the Dark Lens gone, it's the only working portal equipment in the facility! ... A way out! So what if we opened the spillway?! All that water ends up in one place - Reactors! Nobody would expect us to risk our lives like that - which is exactly why we should do it! It could be our only chance! Isaiah: If you're serious about opening the spillway flow control, I can tell you two things: Start with the power system over there - these quakes triggered a shutdown, but should reset easy enough. The next part's NOT gonna be so easy. You'd need to reboot the spillway computer, unlock the flow valves, and bring the central network transmitter back online somehow. It could be done ... but ... How desperate are you?
Return	Elanor: How you got through in one piece, I can't imagine. I came through a portal from Labs and it spat me out here - I should have known better, but what was I supposed to do, just wait for them to find me?! Isaiah: How's that power system looking? You reset it yet? Elanor: You're probably as sick of portal hopping as I am, but the equipment in Reactors could be how we get out of here. It's old, but we never decommissioned it. And the spillway should drop us straight down there. Isaiah: If you're looking for the spillway mainframe, it's on the bottom level of the Waterfall Apartments, if you can get in there. Elanor: This isn't my sector. I have no idea where the flow valves are. Isaiah: They're in the tower across the reservoir. But I got no idea how you're going to manage that right now. Elanor: The Central Transmitter? Am I supposed to know what that is? Isaiah: It's how the Dam systems talk to the facility's network. It's on top of the Hydropump building. It's got a big H on the side, you'll know it when you see it. But something's messing with the signal ... interfering with it ... radiation maybe?

Location

Isaiah can be found in the Electrical Station with Elanor Newman in the Hydroplant.

Make sure to talk to him at least once if you want his journal entry, as he will disappear from the station when you access the Reactors, which currently locks you out of obtaining his entry.
