IS-0023 Figurine can be found in the Hydroplant Building. On top of the building where Dr. Tang is found, some steel beams can be seen behind him. The player can find the figurine on top of a beam by carefully moving through these beams and reaching the other side.
Caution is advised, both due to the risk of falling and because the Sniper close by might spot the player. Bringing crafted shelves can help mitigate the risk of falling.
